MOSCOW, February 7 (RIA Novosti) – Fingerprinting will become mandatory for all foreigners seeking to enter Russia, a senior consulate official said Friday.

It makes a lot of sense to fingerprint visa applicants – Canada also fingerprints visa applicants.  It is probably more important to make sure that applicants provide a fingerprint-based criminal history check from all the countries in which they have lived.  We provide fingerprint-based RCMP certified criminal record checks for citizens and former residents of Canada to a growing number of countries.  We have completed some for Russia as well, and it is important to note that not only did we need to have the results authenticated by the Russian Embassy in Ottawa, but a Russian translation of the certified results was also required.

I have to admit that the title of this article is certainly provocative. It is a waste of everyone’s time to bring a candidate to an interview and then have to ask them about their criminal history. I would guess that whether or not an individual has a criminal history would then have to be the first interview question, which is not a very positive point at which to start. In Canada, Reliability Screening Solutions Inc. receives calls on a daily basis from people wondering if we can help them get a security clearance to qualify of federal government employment.  They want to be “prequalified” to work on projects that are periodically posted by the federal government. Companies can qualify employees, but individuals outside of a company can not be prequalify.  This becomes a big issue for companies when they finally find out that one of their employees cannot receive a security clearance, as it affects the way in which the company can operate and they need to restrict the access of that employee within their company.  Companies that already hold a Designated Organization Screening (DOS) or Facilities Security Clearance (FSC) issued by Public Works and Government Services Canada (PWGSC) are familiar with the Personnel Screening, Consent and Authorization Form TBS/SCT 330-23E.  These companies are aware that within that form is a check box that states, “Have you ever been convicted of a criminal offence for which you have not been granted a pardon?” As a result, to avoid issues with security clearances the applicants answer during an interview could eliminate them from further consideration.  Unfortunately, individuals may unknowingly answer “yes” to this question when in fact they actually have no criminal history. For certain types of dispositions, if you wait for the records to be automatically expunged from Canadian Databases, you will not have a “criminal record” here, or anywhere you go. It has been my personal experience that many people believe they have a criminal record, but they have never really thought to take the time to find out for sure.  It doesn’t matter where you live in Canada or anywhere around the world, we can quickly find out for you if you have a record in Canada.

Fingerprints are really the only way to be sure of who you are screening.
